1. Introduction
This manual is prepared in accordance with Section 51 of the Promotion of Access to Information Act 2 of 2000 ("PAIA"). PAIA gives effect to the constitutional right of access to any information held by the state and any information that is held by another person that is required for the exercise or protection of any rights.

4. Categories of Records Held
Dealt holds the following categories of records:
- Corporate governance records (company registration, board resolutions, policies)
- Financial records (invoices, receipts, bank statements, tax records)
- Client records (contracts, correspondence, service enquiries, support interactions)
- Employee records (contracts, personnel files, payroll information)
- Supplier and vendor records
- Marketing and communication materials
- IT systems and technical documentation
- Legal and compliance documentation
5. How to Request Access to Records
Requests for access to records must be made in writing using the prescribed form (Form C) as set out in Annexure B of the PAIA Regulations. The request must be submitted to the Information Officer at the address provided above.
The request must include:
- Sufficient particulars to enable identification of the record
- Identity of the requester
- The form of access required
- Postal or physical address and contact details
- If requesting on behalf of another person, proof of capacity
- The right being exercised or protected
- An explanation of why the record is required
6. Fees Payable
A request fee of R140.00 (subject to annual revision) is payable upon submission of the request. Additional fees may be charged for searching, preparation, reproduction and for time reasonably required in excess of the prescribed hours.
A deposit may be required if the total fees are estimated to exceed R480.00.
7. Grounds for Refusing Access
Access to information may be refused on the following grounds:
- Protection of privacy of third parties
- Commercial information of third parties
- Confidential information of third parties
- Protection of safety of individuals and property
- Protection of records privileged from production in legal proceedings
- Commercial information of the private body
- Protection of research information
- Requests that are clearly frivolous or vexatious
8. Processing Timeframes
Dealt will acknowledge receipt of a request within 14 days and respond to the request within 30 days of receipt. This period may be extended by a further 30 days if the request is complex or requires consultation.
9. Appeals Process
If a request is refused or partially refused, the requester may approach the Information Regulator or the courts, subject to the procedures and remedies available under PAIA and POPIA.
